Permissible speed up to 29: limit is 40 km/h
Permissible speed: limit + 10 km/h Violation fixing time: 8 sec.   Parameters outside the city: Permissible speed up to 10: no limit
Permissible speed up to 29: limit is 40 km/h
Permissible speed > 29: limit + 10 km/h
