Традиция проведения данного кинофорума началась в 1985 году, когда состоялся первый фестиваль, тогда носивший лаконичное имя «NoBudget», что в переводе на русский означает «Без бюджета». На сегодняшний день Гамбургский фестиваль короткометражных фильмов является одним из наиболее значимых мировых событий в индустрии кино.
Конкурсная программа фестиваля включает в себя несколько номинаций.
В секции «Международные фильмы» оцениваются кинематографические произведения, созданные творческими группами со всего мира.
Другое дело — секция «Малобюджетные фильмы». Здесь представлены исключительно те работы, стоимость которых относительно невелика. Самые короткие фильмы — это участники секции «Уложиться в три минуты».
В 1998 году у фестиваля появился «младший брат» — фестиваль детских короткометражных фильмов «Mo&Friese», который также проводится в Гамбурге в июне. Аудитория этих картин — дети от четырех до 14 лет, но показы обычно посещают зрители всех возрастов. Кроме того, в рамках детского фестиваля устраиваются семинары, на которых дети учатся снимать собственные фильмы.
Благотворительная организация Великобритании, находящаяся в городе Уик, решила отправить партию игрушек на фестиваль в Гамбург, чтобы порадовать детей со всех уголков мира, которые посетят данный фестиваль.

The tradition of holding this film forum began in 1985, when the first festival was held, then bearing the laconic name «NoBudget». Nowadays, the Hamburg Short Film Festival is one of the most significant global events in the film industry. The competition program of the festival includes several categories. The International Films category evaluates cinematic artworks created by art groups from around the world. Another thing is the Low-budget films category. Here, only those works are presented which had relatively low production costs. The shortest films are the participants of the «Keep it under three minutes» category. In 1998, the festival had a «junior brother» — the festival of children's short films «Mo&Friese», which is also held in Hamburg in June. The audience of these movies are children from 4 to 14 years old, but the screenings are usually attended by viewers of all ages. In addition, within the framework of the children's festival, seminars are organized where children learn how to make their own films. A UK charity based in the Scottish Wick has decided to send a batch of toys to the festival in Hamburg to please children from all over the world who will attend this festival.
